While some maps show this as starting at the end of the Weyerhauser Haul Rd, it's most easily accessed from the Pack Forest HQ parking lot (46.843772°, -122.311900°). From there you go 0.2 miles towards the north gate of the 1000 Road Loop. From there, you'll see a trail crossing.

The trail itself gets pretty steep, pretty fast. You first come to the 1200 Road and make a jog to the right. Then you compensate with a zag to the left when you get to the 1400 Road. From there it's a pretty steep pitch to the 1080 Road right before the Hugo Peak summit.
