I saw up to four paragliders at a time one early April afternoon. This park has three launch points along Agua Caliente Trail and Monument Peak Rd.
The road is a moderate climb with several switchbacks. Without almost no trees, it offers great Bay Area views: I could see from SJ to SF. It's also exposed to the sun, especially after noon.
